Matt Graver (Josh Brolin), the CIA agent who recruited Kate Macer (Emily Blunt) in the first film, is tasked with finding and killing the leader of the cartel, known only as “El Diablo” (Sebastian Sarsgaard). He recruits Alejandro Gillick (Benicio del Toro), the hitman who helped him capture the drug lord in the first film, to help him. Graver and Alejandro track down a young woman named Isabela Reyes (Isabela Moner), who is the daughter of a Mexican general. They use her as bait to lure El Diablo into a trap. However, the trap is sprung too early, and El Diablo escapes. Graver and Alejandro pursue him into Mexico, where they are joined by Isabela’s father. They eventually track El Diablo down to a remote village, where they engage in a gunfight with his men. El Diablo is killed, but Isabela is also killed in the crossfire. Graver and Alejandro return to the United States, where they are debriefed by their superiors. They are told that the mission was a success, but they are also told that the war on drugs is far from over.
